That since Seiger was the last person before Justin, that he was asked back for Restaurant Wars, and that is why he was not doing LCK.
My guess with Jen was that she was suffering from Bell's Palsy, which paralyzes half of your face brought on by stress. I know a few people who have gone through it. I think that Justin declined to return to the competition so he could be by Jennifer's side at the hospital. And once they got the all clear, he was able to return for LCK.
I don't know what the filming schedule is like, but I imagine they do not film any LCK until they are about to have someone reenter the comp. That way they can film all of them with in a few days time (that way they don't have to reset the Quickfire Kitchen into LCK multiple times). I don't think they film Top Chef and LCK kitchen simultaneously. They probably pause Top Chef to film LCK then restart once they have the contestant who is reentering.
