Need a photo editor that can resize and overlay text. I've been using the free version of PhotoPad Image Editor, but there's a bunch of others.
Faststone Photo Resizer (free) works well to resize a whole folder of files to the same size before merging them.
Photojoiner.net is a really easy way to join photos into a single collage grid.
When you have the banner file complete, PM it to M3gabyt3.
