In a unanimous 65-0 vote, the Minnesota Senate just passed the first law in the nation specifically targeting AI apps that generate fake explicit images of real people. If signed by Governor Tim Walz, app makers face fines up to $100,000 per fake image of an adult — and up to $500,000 per fake image of a minor, plus criminal charges.

The bill targets what's known as "AI n*dification" technology — software that uses artificial intelligence to digitally remove clothing from photos of real, identifiable people without their consent. Victims have no way to stop the images from spreading once created, and most states have no law that specifically targets the technology used to make them.

The urgency is rooted in recent events. In December, researchers estimated that Grok — the AI system built into X — generated approximately 1.8 million sexualized images of real people in a single month. The Minnesota law would require attorney general enforcement, meaning companies couldn't hide behind terms of service to avoid consequences.

Governor Walz still needs to sign the bill for it to take effect. His office has not issued an official statement, but if signed, enforcement authority goes directly to the state AG — giving real legal weight to what has been, until now, a largely unenforceable problem.

The tech industry has pushed back on state-by-state AI regulation, arguing it creates legal patchwork across 50 states. But for victims — many of them women and minors — the question is more direct: should it be legal for an app to generate explicit images of a real person without their knowledge or consent?
