Federal weather and emergency agencies had been gutted by budget cuts, staffing reductions, and a systematic rollback of climate protections in the months leading up to the floods. As the disaster unfolded Donald Trump signed the $4 trillion One Big Beautiful Bill Act, which eliminates key climate and clean energy programs, expanded fossil fuel development, and slashed Medicaid funding.
