have a rule that forbid the HOH from telling a HG that they were going on the block. You could say "you may" or "I'm considering" but not a clear you are going on the block. If that is true Yash could have refused and Dee would not have been able to put him on the block or would not have been able to say "ok you are going on the block." But here's the even bigger catch...BB only enforces the rule selectively. It's not a hard and fast thing.
