“You may offer one Houseguest $5,000 in exchange for an action that benefits your game. Any Houseguest that accepts the Bribe must perform the action they have promised. The bribe must be for a gameplay move, such as; nominating or not nominating specific people, using or not using the Veto, voting a certain way, throwing a competition.
This bribe can be made in secret or publiciy. The BB Bribe can be used once and is good the entire game!”

The bribe rules say it can be used for an action such as: nominating or not nominating specific people. I posted the verbiage of the bribe rules here.
