 Having to replacement nom is always a little messy. It sucks to have to pick 4 targets. Sure, putting up Melody doesn't stick to her initial strategy, but she doesn't have to do that either.

When it's the first HOH of the season, you need to create an excuse. I am completely sure that the excuse was BS. She talked to her alliance and they named 3 people who would upset the least people. This is why she had to "apologize" to Kamu for not getting a chance to talk to him before the noms to let him know they had changed. Sure, she can pick Ashley now and say that it's because she was in the 4th group. But, putting up Melody isn't going to upset anyone except the ones who are already upset. Even Yash and Taylor prefer Melody going up over anyone else.
