I don't think it's for either of those reasons. Even with bye weeks there's still at least 9 games for Sunday daytime broadcasts to pick from.

But there are other reasons, the biggest of which (protests creating boycotts) started occurring in the last 2 years and dragging NFL ratings down a whopping 18% over that short time.

There are some other minor contributors adding to it (RedZone channels, injuries, poor play across the league, oversaturation/burnout, bad behavior/suspensions, one of the most popular players ever (Peyton Manning) retiring...), but the protests/boycotts are clearly the biggie. NFL ratings remained very strong up until 2 years ago, even with regular injuries, Thu+Mon games, etc.
