I live in the desert, rains 15? times a year & I have never seen people more wasteful with water (and electricity), it is flat fee water so waste 09/09/15 09:37 PM

away is what people do. The city charges $38 a month if you use no water or 50,000 galloons, so many busted sprinkler heads will shoot water for days. On top of that electricity is super cheap so people run everything non stop, like they will leave their house for a week and have the lights on and AC running. Most maddening thing is solar is not allowed in most homes here. 350 sunny days of intense heat and I can't put a solar panel up?
